This Systems Section Manager position is an exciting opportunity within the Maine Information Technology (MaineIT) Team.

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (OIT) provides information technology support to over 13,000 employees. OIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies. OIT is seeking a highly talented individual who can lead technical teams, who maintain and support a variety of applications for clients.


This role requires an experienced professional who enjoys working with clients, developing team members, and leading application development services and projects to successful outcomes. This role will supervise highly technical team(s) providing exceptional information technology support to the Office for Family Independence (OFI) in support of the Automated Client Eligibility System (ACES).

This role will work collaboratively to enhance and improve business processes by sharing technical knowledge and skills with others, applying a focus on customer service, using best practices with modern technologies, and providing leadership and guidance to operational and technical application development teams.


This role requires an experienced professional who loves technology, seeks to be an effective technology leader, but not a hands-on-technical lead. We seek a candidate who will manage, develop, and encourage the teams to use problem-solving skills to resolve issues, and apply consistency to best practices, while fostering an environment of agility to address areas that require change.

This role carries the responsibility for the daily application development workflows and oversees teams with their planning. This role will provide guidance, establish accountability measures for workflow, and deliver logical plans and recommendations to the director, IT leaders, clients, and diverse stakeholders with a degree of consulting on work projects.



  • Experience delivering IT service with technology teams and in supervising technical professionals with diverse IT skills and experiences.
  • Experience in IT planning, designing, making recommendations, budgeting for replacements, and advising on new upgrades or IT needs to enhance service delivery.
  • Exceptional communication and management skills.
  • Ability to create reports, present ideas in a logical and convincing manner, create presentations with automated tools such as Visio, PowerPoint or other software communication tools.
  • Knowledge of technology and capable to assist team members with training and development that leads to career pathways for growth opportunities.
  • Properly manage and develop staff performance and productivity levels, and identify opportunities for improvements, engaging your team in a positive manner to reach for workflow efficiencies.
  • Knowledge of applicable laws, rules, regulations, policies and procedures
  • Knowledge of all phases of the Software Development Life Cycle
  • Knowledge of Best Practices in system design principles, and techniques
  • Knowledge of modern application development tools and ability to use them in problem solving
  • Knowledge of the capabilities of various computer systems
  • Knowledge of Oracle databases, data communications concepts, techniques, and program design
  • Knowledge of system review, testing, and evaluation methodologies
  • Knowledge of performance review and evaluation principles and practices



  • Oversee daily operations and work with IT project, operational, and testing teams in collaboration with our stakeholders
  • Listen to customers and clients; understand their goals and challenges; and guide them through technology planning
  • Lead our agency customers through established processes for IT planning and their needs.
  • Assist with IT budgeting, technology decisions, and make recommendations to assist senior IT management with decision making
  • Ensure that services are aligned with customer needs, our customers are satisfied, and service challenges are resolved effectively
  • Mentor junior managers and team members in a “big picture” thinking approach to customers, professional communication, and general day-to-day questions.
  • Analyze user problems and operations to develop functional requirements for a proposed system including cost and time estimates for subsequent phases
  • Participate in reviews and walk-throughs of feasibility reports, functional requirements, system designs, program specifications, coding, test plans, and documentation packages to minimize system problems and ensure quality control
  • Establish training and performance goals and conduct performance reviews and evaluation of team members to ensure continued growth and sustained performance

Ten (10) years data processing/telecommunication system experience including at least six (6) years experience in the appropriate area of specialization and two (2) years of supervisory/ managerial experience.


SALARY: CODE: 0385 PAY GRADE: 31 - $64,979.20 - $89,356.80 annually

*Includes a 10% recruitment and retention salary adjustment.



The value of State’s share of Employee’s Retirement: 14.47% of salary for BU positions. The value of State-paid Dental Insurance: $14.31 biweekly. The value* of State-paid Health Insurance:

  • Level 1: 100% State Contribution (employee pays nothing): $461.75 biweekly
  • Level 2: 95% State Contribution (employee pays 5%): $438.66 biweekly
  • Level 3: 90% State Contribution (employee pays 10%): $415.58 biweekly
  • Level 4: 85% State Contribution (employee pays 15%): $392.49 biweekly

*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
