OVERVIEW:

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (OIT) provides a wide-range of technological and project management services to over 13,000 state employees and the agencies for which they serve.  OIT is seeking a talented individual who can assist state agencies in designing and structuring complex strategic portfolios to discover opportunities to innovate.

 

ABOUT THE JOB DETAILS:

The Transformation Manager manages programs and teams that provide strategic innovation, leadership and transformation services that align with and supports SOM agencies’ value streams and seeks technological supports to achieve agency goals and objectives. Works in close collaboration with agencies and IT organizations, vendors and 3rd parties to identify and document strategic initiatives and assist in describing and realizing measurable outcomes.

 

WHAT WILL YOU DO?

This position is responsible for developing, maintaining and promoting organic and desired value stream models, seek opportunities to maximize effectiveness, and manage and document strategic initiatives through concept, solution, and project initiation.

Working closely with agency partners and IT peers across the enterprise, contributes to strategic decisions by operating effective decision-making frameworks and structures. For example:

  • Evaluating and identifying process and program improvement opportunities
  • Facilitating collaboration between diverse groups who share objectives
  • Designing process and work streams
  • Organizing and structuring strategic planning events, meetings and initiatives
  • Organizing and preparing strategic plan implementation structures and frameworks
  • Communicating with a diverse group of stake-holders at all levels of government
  • Preparing, supporting or delivering presentations, workshops and trainings
  • Organizing and innovating processes both internal and external to the PMO
  • Fostering an environment of engagement, support and empowerment

 

PREFERRED SKILLS:

  • Able to facilitate functional discussions with senior agency and technology leaders and have strong, clear communications skills
  • Must be comfortable and capable with interacting with commissioners, deputy commissions or their designees in an effective and appropriate manner
  • Must be able to direct the work of project support staff such as business analysts or project coordinators
  • Must have knowledge of state government structures, processes, procedures and roles
  • Must have experience organizing complex strategic planning initiatives, reforming/creating public service programs or managing a public sector or government board
  • Must be able to create presentations and documents suitable for public consumption
  • Experience with Story or value stream mapping techniques are preferred
  • Must be organized, professional and capable of balancing sometimes competing interests
  • Must be self starting, able to actively contribute in deliberations, discussions and collaborations
  • Project/Program Management experience is preferred
  • Experience with grant research, grant making or grant writing a plus

 

MINIMUM QUALIFICATIONS:

Seven (7) years of public sector program development or management experience including at least five (5) years State of Maine government experience in a constituent facing role.

The value of State’s share of Employee’s Retirement:  19.27% of salary for BU positions.  The value of State-paid Dental Insurance:  $14.31 biweekly.  The value* of State-paid Health Insurance:

 

  • Level 1: 100% State Contribution (employee pays nothing):  $461.75 biweekly
  • Level 2: 95% State Contribution (employee pays 5%):  $438.66 biweekly
  • Level 3: 90% State Contribution (employee pays 10%):  $415.58 biweekly
  • Level 4:  85% State Contribution (employee pays 15%):  $392.49 biweekly

 

*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
