OVERVIEW:

The Department of Administrative and Financial Services (DAFS) Maine Information Technology (MaineIT) provides information technology support to over 13,000 employees.  MaineIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.

The application development team within MAINEIT is seeking a highly talented and motivated individual who can lead technical teams, maintain and support a variety of applications for the Department of Transportation (MaineDOT) business clients.

You will have an opportunity to work with a dedicated team of software developers and key stakeholders at MaineDOT.  You will be performing analysis on issues and will design solutions which will result in projects of various sizes.  You will be part of the technical team making the needed modifications and then implementing those modifications to the production applications.  You will have the opportunity to add your experience and expertise to Maine state government in a collaborative working environment. This position is located in Augusta.

 

WHAT WILL YOU DO?

 

As a senior developer, you will have primary responsibility for supporting business-critical systems for the MaineDOT. This is an advanced technical and analytical position. Responsibilities include requirements gathering, designing, coding, testing, debugging, documenting, and maintaining complex database environments. Other duties will include research, analysis, consulting services, and providing technical advice to management and business staff. Employees in this classification are competent to work at the highest technical level under limited supervision.

 

WHAT WE EXPECT?

The ideal candidate possesses the following:

 

  • Knowledge of all phases of the software development life cycle as well as the project development cycle.
  • Strong problem-solving skills with the ability to trouble shoot issues and extend our coding frameworks.
  • Possess strong oral and written communication skills including the ability to write clearly and effectively to communicate complex technical solutions.
  • Experience in development technologies
    • Oracle Database (12c)
    • Microsoft - C#, .NET framework. Web.API, Microsoft Visual Studio 2015 or above, Node JS and SQL.
    • Experiences with any of the following will be considered a plus:
      • JSON, RESTFUL Web service API, JavaScript, TypeScript, and Angular 2
      • SQL Server Database
      • SaaS design pattern
      • MV* and SPA design patterns
      • ORM technology, such as Microsoft Entity Framework or nHibernate
  • Knowledge of systems development, documentation standards, and methodologies. Experience with agile development methodology and practices is considered a plus.
  • Experience in diagnosing and correcting system malfunctions.
  • Ability to design, conduct, and evaluate system testing.
  • Must be able to accomplish tasks in a timely manner with limited supervision.
  • Must be comfortable working directly with the end-user community to capture, refine, and verify business requirements, as well as translate those requirements into technical tasks.
  • Desire and commitment to a high level of support to the customer, establishing and maintaining a positive relationship.

 

MINIMUM QUALIFICATIONS:

To qualify, you must have five (5) years computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent.  A Master’s Degree in Computer Science may be substituted for one (1) year of programming experience.

SALARY:

CODE: 0866                 PAY GRADE: 27 – $55,328.00 – $75,108.80 annually*

*Includes a 15% recruitment and retention salary adjustment and eligibility for a 5% annual training bonus.

 

BENEFITS:

The value of State’s share of Employee’s Retirement:  14.47% of salary for BU positions.  The value of State-paid Dental Insurance:  $14.31 biweekly. The value* of State-paid Health Insurance:

 

Level 1:  100% State Contribution (employee pays nothing):  $461.75 biweekly

Level 2:  95% State Contribution (employee pays 5%):  $438.66 biweekly

Level 3:  90% State Contribution (employee pays 10%):  $415.58 biweekly

Level 4:  85% State Contribution (employee pays 15%):  $392.49 biweekly

 

*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
