You’ll also have opportunities to manage an array of smaller projects to completion and collaborate with our transformation and portfolio teams.

Overview:

The primary purpose of this position will be to manage initiatives from business case, through charter to the Initial Project Plan. Responsibilities will include initiating, developing, organizing, and producing project plans; detecting risks; influencing/developing and implementing policy and procedure changes; identifying comprehensive strategic policies and methods that support operational business requirements; managing project audits, assessment, corrective actions, and best practices. The PM will participate in defining scope, dependencies, project approach, will assist with the creations of communication plans, risk and decision registers and other assets. A professional project manager should be able to manage a project without extensive knowledge of the subject matter. This position is responsible for mentoring others and contributing to continual improvement of project management knowledge and skill in the organization.

 

Principal Duties and Responsibilities

Project Management:

  • Delivers results for small to mid-sized project initiatives within established timeframes and quality measures.
  • Prepare new or remediated project assets that may be managed by an executing PM.
  • Direct resources on assigned projects and ensure clarity of project roles and responsibilities.
  • Identifies project stakeholders and manage communication with the project stakeholders.
  • Consults with business leaders to translate a project idea into a defined project with goals, objectives, and scope.
  • Identifies resources needed, negotiates with project managers as required to lead project teams, ensuring clarity of project roles and responsibilities, so that all project plans are completed within defined timeframes, meeting objectives and strategic goals.
  • Develops and implements communication and reporting mechanisms to manage issues, risks, and timely delivery of initiative results. Translates project goals/objectives into a defined future state and project success measures that can be understood by project stakeholders, project teams and others.
  • Ensures business needs and objectives are effectively captured in functional and non-functional business requirements for a system and/or process/workflow.
  • Oversees business requirements to meet expected business solutions and trace delivery of requirements through testing and final implementation, with mentoring by a more experienced project manager, as needed. General understanding of business requirement management and quality management in order to meet expected business solutions.
  • Manages project quality through activities such as conducting appropriate reviews, obtaining approvals, taking corrective action when necessary, with mentoring by a more experienced project manager, if applicable.
  • Ensures that project documentation is complete and current.
  • Articulate project management best practices with peer groups where applicable.

 

Leadership:

  • Proactively establishes and maintains cooperative and productive partnerships on current projects/deliverables.
  • Promotes the benefits of change and acts as a catalyst for change within the organization, as well as adapt to changes imposed by others.
  • Organizes and guides the activities of the project team. Prioritizes tasks to meet deliverables and commitments on time. Ensures that project member’s time and experience are well utilized. Recommends alternatives/options to minimize any schedule delays.
  • Shares project experience/knowledge and mentors' others to help build project management skills.

 

Preferred Skills:

  • Any combination of education or experience equivalent to a bachelor’s degree with five years of project management experience.
  • In depth knowledge/understanding of the PM methodology and a broad understanding/awareness of SDLC methodologies.
  • Strong understanding of government organization is preferred.
  • Strong ability to work effectively in a business or technical environment.
  • Effectively uses technical project management tools.
  • Strong initiative and ability to set stretch goals.
  • Strong ability to negotiate effectively with business and IT partners on business requirements and timeframes on mid-size initiatives.
  • Strong ability to rally support among peers and work effectively within challenging situations.
  • Strong analytical and problem-solving skills and the ability to balance the need to gather detail with the need to solve the problem.
  • Strong general management skills including:
  • Strong conflict resolution and negotiation skills.
  • Strong facilitation and elicitation skills.

  • Strong ability to effectively articulate difficult ideas and concepts through clear and concise verbal and/or written communication.
  • Strong ability to identify and apply different communication mediums based on content and an audience at all levels (both internal and external to Maine gov.) to achieve intended goals.
  • Advanced PC skills required (Excel, Power Point, Word, etc.)

 

Our team's Project Managers support a broad portfolio of Maine’s strategic initiatives, supporting all sixteen agencies under the Executive Branch. As a member of the Project Management Team, you will have the opportunity to work with a dynamic group of internal/external business and IT partners and be accountable for leading project teams to achieve their deliverable goals on time with a high level of quality.

This position will be responsible for several concurrent projects spanning multiple agencies, offices, and teams, from impact assessment to implementation, using defined project methodologies such as Agile, and requires the use of independent judgement, initiative, and discretion.

 

Minimum Qualifications:

A minimum of 5 years combination of related post-secondary education, and management work experience. Management experience within a technology related field preferred, but not required. Related training, internship experience etc. may be credited as related experience on a month-per-month basis.

   *Includes a 10% recruitment and retention salary adjustment.

 

BENEFITS:

The bi-weekly dollar values of some State-paid benefits for full-time employees include: $14.60 for dental insurance; 17.96% of employee’s pay towards retirement; and, depending on the employee’s annual pay, at least 85% ($412.23) of health insurance premiums (more information is available here).
