The Department of Administrative and Financial Services (DAFS) Office of Information Technology (OIT) provides information technology support to over 13,000 employees.  OIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.


ABOUT THE JOB DETAILS:                                                                                  

The Office of Information Technology is seeking an Information Technology Consultant with experience in Azure Active Directory, Azure, Windows Server Administration,  Microsoft 365, VMware, Exchange & Mobile Services. The Team within the Office of Information Technology offers professional and technical enterprise services to agencies. The Team resides within the Computing Infrastructure & Services Group, which supports a wide range of applications utilizing Windows Server, Microsoft 365, VMware, Azure, Directory Services, SQL Server, IIS, Microsoft Power Platform, SharePoint, and other COTS products. The position is a leadership role within the Infrastructure & Services group reporting directly to the Director/Deputy Director. Work is performed under limited supervision. This position is located in Augusta. The CIS Group requires 24x7 server support. This position is required to participate in an On-Call rotation. The position will be responsible for supervising a team.



  • Responsible for overseeing and supervising a team of technical resources
  • Primary Technical Lead of Active Directory (Azure and On-premise) for the Forest
  • Azure Administration and Support
  • Responsible for overseeing all billing aspects within the Team
  • VMware Administration
  • Microsoft 365 administration and support
  • Cloud Computing Amazon Web Services and Google Cloud Platform Administration and Support
  • Respond to customer support escalations
  • Implement hardware and software upgrades
  • Planning and executing growth and expansion
  • Manage and troubleshoot licensing issues if they arise
  • Participate with budget process
  • Interface with Microsoft Premier Technical Support to resolve any open support cases involving on premise or Cloud based issues
  • Implement, develop, support, build, configure, and maintain Windows Server environments, both virtual and physical
  • Researches and prepares recommendations and policy position papers addressing complex and/or controversial issues affecting the infrastructure and delivery of information services on a statewide basis to provide advice and guidance to the Director/Deputy Director
  • Advises, negotiates, and facilitates communication between technical personnel, vendors, managers, and user/customer groups to ensure the efficient design, development, and implementation of information systems
  • Maintains a thorough knowledge of state-of-the-art information services/technology trends and concepts in specific area of expertise through study, research, and participation in local/regional/national technical working groups to provide timely information to the Director/Deputy Director
  • Analyzes the business requirements of client agencies and forecasts nature and level of future service requirements to recommend information services and automation technology concepts capable of fulfilling projected needs
  • Researches emerging technology and related concepts and assesses applicability to and/or impact on the State’s information services infrastructure, standards, policies, and plans to advise Director/Deputy Director
  • Prepares informational/educational materials and presents technical information in a variety of formal/informal forums to share information concerning recent developments and capabilities of automation technology
  • Provides project management and leadership for infrastructure projects to ensure a timely, cost effective, and positive outcome
  • Participates with the development of technology roadmap for the group

  • Experience with Microsoft 365 in a corporate environment/government tenant

  • Knowledge of current information services/automation technology systems and capabilities
  • Knowledge of Cloud Computing-Amazon Web Services and Google Cloud Platform
  • Knowledge of Exchange
  • Knowledge of information security best practices, in dealing with sensitive data (PII, PHI, etc.)
  • Knowledge of Microsoft Power Platform
  • Knowledge with Mobile support and configuration within InTune
  • Knowledge of operating systems on PC's and servers
  • Knowledge of technical security best practices
  • Knowledge of complex software applications on PC's, servers, and networks
  • Knowledge of proper computer system data security/backup procedures
  • Ability to understand and contribute to functional requirements and translate them into technical design and development projects
  • Ability to clearly document features, technical specifications, and infrastructure requirements for self-produced technical work and job processes
  • Ability to develop and manage user-oriented computing activities
  • Ability to develop and coordinate training programs
  • Ability to train personnel in all phases of computer utilization and application
  • Ability to communicate effectively

A minimum of 10 years of a combination of related post-secondary education, technical certifications, or technology related work experience. Related training, internship experience etc. may be credited as related experience on a month-per-month basis.


Preference will be given to those applicants with at least four (4) years’ experience performing Microsoft Azure Active Directory Enterprise Administration and Supervising a Technical Team.



JOB CLASS CODE: 0172  POSITION: 004250720  PAY GRADE: 31 ($66,539.20 - $90,251.20/yr.)*

*Includes a 15% recruitment and retention salary adjustment and eligibility for a 5% annual training bonus

The bi-weekly dollar values of some State-paid benefits for full-time employees include: $14.60 for dental insurance; 14.11% of employee’s pay towards retirement; and, depending on the employee’s annual pay, at least 85% ($400.34) of health insurance premiums (more information is available here). Participation in the Health Premium Credit Program can decrease the employee’s cost of health insurance by 5%. 

*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
